Community Choice Aggregation (CCA) is a municipal energy procurement model that replaces the utility as the default supplier of electricity for most homes and small businesses within a jurisdiction. CCA puts control in local hands for choosing energy supply. By pooling the energy demand of its customers, communities build the capacity necessary to negotiate fixed-rate, competitive pricing and cleaner energy. CCA programs may be used to develop Distributed Energy Resources (DER) including local renewable energy projects, shared solar, energy efficiency, demand response, energy management, and microgrid projects, all of which have been shown to stabilize and reduce the energy cost of its customers.
